Civil registration and identity documents

From the problem to how we solve it

OneRegistry prototype screens

October 2026

Interactive prototype · synthetic data only

The problem

Millions of records. Still on paper.

1

Historical records sit on paper in many offices.

2

Duplicates and errors are fixed silently or not at all.

3

People abroad struggle to register life events.

The problem

Our answer

Every record has a source. Every correction has a reason. A register, not a census.

Complete, correct civil records with visible provenance: births and deaths, family links, digitised archives, enrollment and integration with smart ID and ePassport issuance.

Archive digitisation

Arabic OCR · a person confirms every doubt

OneRegistry reads the ledger, but it never guesses. Low-confidence fields go to a person, and the original scan stays with the record.

Duplicate review

No silent merges

When two records may be the same person, the system explains why, and a named adjudicator decides.

Birth registration

Register a birth in minutes

A hospital notice becomes a legal record in minutes, with evidence attached and a second registrar to approve.

Death registration

From birth to death, one register

When a death is registered, the identity is closed everywhere it was used, so no one can take it over.

Enrollment centre

Biometrics only where the law allows

Biometrics are taken only where the law allows, with quality checks and help for anyone who needs it.

Citizen access

See your record. See who looked.

Citizens get signed certificates on their phone, and they can see every time their record was opened, and why.

Delivery

How delivery works

Start small, prove it, then scale and hand over

6–10 weeks

Assess

Map what already exists and decide, system by system: reuse, integrate, modernise or build.

4–6 months

Pilot

OneRegistry at one authority, with real users and a measured outcome, on national infrastructure.

12–24 months

Scale

Roll out by region and service, sharing identity, integration and audit.

Agreed per contract

Operate and transfer

We run it with your team, train them, then hand over operations, code escrow and keys.

Durations are typical ranges, fixed per contract
