Registration events, household records and smart ID
From the problem to how we solve it
October 2026
Interactive prototype · synthetic data only
The problem
1
Many people lost their documents through displacement.
2
Families are split across governorates, camps and borders.
3
The population register is out of date and holds duplicates.

The problem
Our answer
Register every household through planned events at centres and with mobile teams: people pre-register online, are verified and captured on event day, and receive a smart ID card and a digital ID. OneRegistry stays the register of record, and statistics leave only as aggregates.

Household first
With OneCensus, the head of household signs in with OneID and adds everyone, with relationships and marital status.

Old documents
Old documents are read in Arabic. If a birth certificate is lost, two witnesses or the mukhtar can vouch, and an officer reviews it.

Event day
One appointment covers the household. Consent is read aloud, then face and fingerprints are captured once.

Human decisions
When two records look like the same person, nothing is merged by the machine. A named adjudicator decides and writes down why.

Card quality
Smart cards are checked one by one against the chip and its signature, then the digital ID arrives in the OneID wallet.

Aggregates only
Planners see coverage and who is still missed, from a separate store of totals. No one in statistics sees a person’s record.

Safeguards
Not a surveillance tool and not the register of record: OneRegistry stays authoritative.
No record is merged or rejected without a named adjudicator, iris is captured only where the law authorises it, statistics are published only as aggregates, and data is never sold.

Delivery
How delivery works
6–10 weeks
Map what already exists and decide, system by system: reuse, integrate, modernise or build.
4–6 months
OneCensus at one authority, with real users and a measured outcome, on national infrastructure.
12–24 months
Roll out by region and service, sharing identity, integration and audit.
Agreed per contract
We run it with your team, train them, then hand over operations, code escrow and keys.

Durations are typical ranges, fixed per contract
Next step
