Customs HQ

National tariff, declarations and policy for every port

From the problem to how we solve it

Customs HQ prototype screens

October 2026

Interactive prototype · synthetic data only

The problem

One rulebook. Every port.

1

A tariff change reaches some ports days after others.

2

Decrees and trade measures are typed in by hand, with no second check.

3

National statistics are assembled from port spreadsheets.

The problem

Our answer

Customs HQ · designed to align with WCO and WTO instruments

The headquarters system of a national customs authority: HS codes and the national tariff, trade measures, legal instruments, declarations, revenue and cash declaration records. Approved changes go out as signed policy packages that every port acknowledges, with an offline contingency.

HS & tariff

Every rate traces to its decree

Every tariff line shows its rate, the decree behind it and the date it started.

Policy requests

Maker ≠ checker

Changes are drafted by one person and decided by another. The system will not let one person do both.

Publication

Law in force ≠ port deployment

Publication makes it law. Delivery to each port is tracked separately, and an offline port catches up safely.

Declarations

Holds belong to their owners

Officers see why goods are held, who must act, and the exact rule used to assess them.

Release times

Measured. Published.

Release times are measured the same way every month and published, so everyone can see where time is lost.

Rulings & appeals

Certainty before you ship

Traders can get a binding answer before they import, and challenge any decision through a published route.

Safeguards

What Customs HQ will never do

HQ publishes the rules; officers at each port still decide on each declaration.

No hold or seizure from a score, and statistics leave the system only as aggregates.

Delivery

How delivery works

Start small, prove it, then scale and hand over

6–10 weeks

Assess

Map what already exists and decide, system by system: reuse, integrate, modernise or build.

4–6 months

Pilot

Customs HQ at one authority, with real users and a measured outcome, on national infrastructure.

12–24 months

Scale

Roll out by region and service, sharing identity, integration and audit.

Agreed per contract

Operate and transfer

We run it with your team, train them, then hand over operations, code escrow and keys.

Durations are typical ranges, fixed per contract
